懷孕是一段甜美而辛苦的旅程,不論產檢、回診或帶著寶寶參與衛教課程,「交通」始終是許多孕媽咪面臨的難題,也是台中市長盧秀燕的親身經歷。身為六都唯一的媽媽市長,她深刻理解孕育新生命的不易,因此推出「台中市孕婦乘車補助實施計畫」(以下簡稱「好孕乘車」),從懷孕的那一刻起,提供即時且貼心的交通支持,讓準媽媽都能感受到市府的溫暖關懷。
數位友善 貼心守護每位孕媽咪
「台中是重視家庭與生育的城市,『好孕乘車』不僅是交通補助,更代表市府對孕婦身心健康的重視與照顧。」台中市政府社會局表示,這項福利考量孕婦從孕期交通出行到產後回診、接送嬰兒就醫等乘車需求,因此將補助期間從孕期9個月延伸至產後6個月,提供共30趟次、每趟上限200元,最高合計6,000元乘車補助,在「好孕乘車」護送下,讓準媽媽與新手媽媽都能「一路好孕」。
社會局補充,只要設籍本市的孕婦或配偶設籍本市的非本國籍孕婦,即可透過「台中通 TCPASS」APP一站式線上申請,使用時只需掃描付款QR Code或手動輸入乘車資訊,即可扣抵電子乘車金,待畫面顯示「交易成功」即輕鬆完成支付,操作簡便直觀。
小黃相挺 打造跨域安心乘車網
為了整合車隊、補助與叫車平台等資源,「好孕乘車」計畫由台中市政府社會局、數位發展局與交通局展開跨局處合作,除了深入了解孕婦需求,同時調查各車隊的合作意願,希望在每個環節都能精準對接、完善服務。
社會局表示,考量大台中生活圈特性,「好孕乘車」補助使用範圍除了台中市外,更擴及苗栗縣、彰化縣與南投縣部分區域,涵蓋大多數孕婦就醫的通勤範圍。目前已有台灣大車隊、大都會車隊、中華大車隊、中彰車隊、台中衛星、飛狗車隊、永保車隊、永隆車隊、怡美車隊、Yoxi車隊、國通車隊在內等,共11家車隊、總計5,353輛計程車提供服務,未來民眾不論透過車隊APP派車、電話叫車或路邊攔車,都能使用「好孕乘車」補助。
「我們希望每位媽媽都被好好對待。」盧市長強調,台中市人口逼近300萬人,是全國第二大城,市府將持續規劃多樣福利政策,打造一座支持育兒的友善城市,「從備孕、懷孕到育兒,每一個階段,台中市都將與妳同在。」
「好孕乘車」計畫7月1日上線後,截至7月15日止,已有超過3,000位孕媽咪完成申請,累計搭乘達 2,000 趟次。社會局溫馨提醒,想了解更多補助資訊,可上社會局官網與「社會有愛 溫暖台中」臉書粉絲專頁查詢。

Pregnancy is a journey of both joy and difficulty. For many expecting mothers, getting to prenatal checkups, follow-up visits, and postnatal classes can be a major challenge. As the only female mayor among the six municipalities—and a mother herself—Mayor Lu Shiow-yen deeply understands the challenges of bringing new life into the world. That’s why she launched the “Maternity Taxi” to provide timely and thoughtful transportation assistance from the moment pregnancy begins.
Digitally Friendly and Thoughtfully Designed for Expecting Mothers
The Maternity Taxi program is more than just a transportation subsidy—it reflects the city’s commitment to the health and well-being of pregnant women. According to the Social Affairs Bureau, the program covers transportation needs from pregnancy through postpartum, including check-ups and baby medical visits. The subsidy now extends from pregnancy through six months after birth, offering up to 30 rides with a maximum of NT$200 per ride, up to NT$6,000 in total.
Either the expectant mother registered in Taichung City or non-national expectant mothers whose spouses are registered in this city will be qualified for the subsidy. Applications can be submitted online via the TCPASS app. For payment, users simply scan a QR code or enter trip information to deduct from the taxi fare. Once the “transaction successful” message appears, the process is complete—easy and intuitive.
Building a Safe, Cross-County Taxi Network
To better integrate taxi services, subsidies, and ride-hailing platforms, the Maternity Taxi program is launched through joint efforts by the Social Affairs Bureau, Digital Affairs Bureau, and Transportation Bureau, ensuring smooth coordination and full-service support throughout the process.
This program not only provides subsidies within Taichung City but also extends coverage to selected areas in Miaoli, Changhua, and Nantou counties, reflecting the interconnected nature of life in the Greater Taichung region. Currently, 11 taxi companies, with a total of 5,353 vehicles, have joined the program. Eligible passengers will be able to claim subsidies regardless of how they hail a ride—whether via taxi-hailing apps, phone calls, or traditional street pickups.
As Mayor Lu notes, with a population nearing 3 million, Taichung is Taiwan’s second-largest city. The city will continue to roll out diverse welfare policies aimed at creating a family-friendly environment. “From pre-pregnancy and prenatal care to raising children, Taichung City stands with every mother-to-be—every step of the way,” she emphasizes.
Since the launch of the program on July 1st, by July 15th, more than 3,000 expectant mothers have applied for the subsidy, with over 2,000 subsidized rides completed.
