Beginning in 2026, Taichung City will launch the“Caring for Our Children” Plans, a series of comprehensive family support programs that integrate resources from multiple municipal departments. The plans provide continuous assistance from childbirth and early childhood development through elementary education. More than an extension of past individual policies, this initiative reflects Taichung,s commitment to becoming a truly family-friendly city—one where parents feel supported and every child can grow up with security and well-being.
「台中愛胎萬」
實質補助減輕家庭育兒負擔

台中市將在2026年啟動「寶貝咱ㄟ囝仔」總計畫,要為市民打造一個更友善、 更安心的育兒城市。
Taichung City will launch the “Caring for Our Children” Plans in 2026, aiming to create a more family-friendly and supportive environment for raising children.
新生命的到來,是家庭幸福的時刻,但也往往伴隨著經濟壓力。台中市政府社會局在「寶貝咱ㄟ囝仔」總計畫中推出的「台中愛胎萬」,規劃凡設籍並居住於台中的家庭,生育第一胎與第二胎的孩子,各可獲得2萬元補助;從第三胎起,每多生一個孩子再加碼1萬元,也就是第三胎補助3萬,第四胎補助4萬。這筆津貼不僅象徵市府對新手家庭的祝福,更代表「願生、樂養」的城市價值,以實際行動減輕父母負擔,讓育兒的每一步,都有堅實的靠山。

照顧學童營養從日常開始


「台中有鈣讚」計畫預估將近24萬名學童受惠,滿足成長中鈣質需求。
The“Calcium Plus” Weekly Milk Program is expected to benefit nearly 240,000 students citywide, helping to meet their growing need for calcium.
根據衛生福利部國民健康署「2017-2020國民營養健康狀況變遷調查」,國內7至12歲的學童乳品普遍攝取不足,且平均鈣質攝取量亦遠低於足夠攝取量。有鑑於此,台中市政府教育局於114學年度第二學期啟動「台中有鈣讚」計畫,運用市府自有經費,每週為公立國小及公私立幼兒園的孩子提供一次鮮乳(寒暑假除外),乳糖不耐的學童則可選擇兌換豆漿,預估將有近24萬名學童受惠。
這不只是喝牛奶的政策,更是營養教育的延伸,由於乳品提供鈣質、優質蛋白質、乳糖、脂肪、多種維生素、礦物質等營養素,每日攝取1至2杯乳品,是最快滿足成長中孩子鈣質需求的方法,市府希望以日常小舉動,為孩子培養均衡飲食習慣,提升健康基礎。
「台中尚泳」
提升孩子游泳能力與自救知能

透過「台中尚泳」計畫,讓孩子們有更多資源學習游泳能力與自救知能。
The“Swim Safe”Program expands access to swimming and water self-rescue training for students across Taichung, ensuring they have the support needed to build these essential life skills.
為了讓每位學童都能學會游泳、學會自救、減少水上意外事件發生,教育局推動「台中尚泳」計畫,針對台中市屬之國小、國中及高中學校,致力整合游泳教學資源,提升全體學童的游泳能力。
除了設有游泳池的學校應教授游泳課程外,未設置的學校,則由學校規劃協調鄰近游泳池,安排教學時段與場地分配,並提供游泳教練及救生員等人力,安排游泳校外教學。此外,也規劃新建與改善游泳設施,減少學生因游泳課程外移所造成的交通風險與學習斷層。教育局表示,游泳不只是運動技能,更關乎自救知能,藉此培養孩子們的勇氣與自信。
從迎接新生命、關注孩童健康並培養運動與安全教育,「寶貝咱ㄟ囝仔」三大政策環環相扣,要為市民打造一個更友善、更安心的育兒城市,成為真正「宜居、願生、樂養」的幸福家園。
Expanded Birth Subsidies
As part of the plans, the Social Affairs Bureau will introduce the“Love for Newborns”Subsidy. Under this program, families who are registered and reside in Taichung will receive NT$20,000 for both their first and second child. Beginning with the third child, the subsidy increases by NT$10,000 for each additional newborn—NT$30,000 for a third child, NT$40,000 for a fourth, and so on. Beyond financial aid, the program represents the city,s support and encouragement for new parents, reinforcing Taichung,s vision of a family-friendly city where every stage of parenting is backed by strong, reliable support.
Supporting Children,s Calcium Intake
Findings from the Health Promotion Administration,s 2017–2020 Nutrition and Health Survey in Taiwan (NAHSIT) show that children aged 7 to 12 are generally not consuming enough dairy products, and their average calcium intake remains significantly below recommended levels. In response, the Education Bureau will launch the“Calcium Plus”Weekly Milk Program in the spring semester of 2026, fully funded by the city government. Under this initiative, students in public elementary schools and both public and private preschools are provided with fresh milk once a week during the school year (excluding summer and winter breaks), while lactose-intolerant children may choose soy milk instead. Nearly 240,000 students are expected to benefit. This program is not only an extension of the city,s nutrition education efforts but also one of the most practical ways to help growing children meet their calcium needs. Through these small but meaningful steps, the city hopes to foster the health of school-aged children by encouraging a more balanced and nutritious diet.
Enhancing Students, Swimming and Water Self-Rescue Skills
To ensure that every student in Taichung develops essential swimming and water self-rescue skills, the Education Bureau is set to launch the“Swim Safe” Program, aimed at reducing water-related accidents and strengthening overall water safety. The initiative integrates swimming instruction resources across the city,s public elementary, junior high, and senior high schools. Schools equipped with swimming pools are required to include swimming in their physical education curriculum. For those without on-site pools, coordination will be made with nearby facilities to arrange off-site swimming classes, secure instructional time and lane access, and ensure the presence of qualified instructors and lifeguards. The city also plans to construct new pools and upgrade existing facilities to reduce transportation risks and prevent learning gaps caused by traveling to off-campus sites. The Bureau stresses that swimming is more than a sport—it is a vital life-saving skill that helps students build confidence, courage, and the ability to protect themselves during emergencies.
The three core policies of the“Caring for Our Children” Plans are closely interconnected, working together to create a more family-friendly, secure, and truly livable city—one where people feel supported to start families and raise children with joy.
