污水下水道工程被譽為現代城市的「良心」，雖然隱於地表之下，卻默默改善了街景風貌，帶動水質淨化，是打造宜居城市不可或缺的一環。近年來，台中市政府致力於這項艱鉅的隱形工程，透過「污水用戶接管倍增計畫」，在不被看見的地方深耕，讓清新的空氣與乾淨的河川，成為市民觸手可及的日常。
Sewer infrastructure is often described as the hidden backbone of a modern city. Buried underground, it quietly improves the urban environment and water quality, forming an essential foundation for a livable city. In recent years, the Taichung City Government has devoted sustained effort to this demanding yet largely invisible work. Through its Household Sewer Connection Expansion Program, the city has continued strengthening underground infrastructure so that cleaner rivers and fresher air become part of daily life for residents.

隨著城市快速發展，處理生活污水的「代謝系統」是否健全，決定了一座城市的生命韌性。為了改善老舊建築的廢水排放與化糞池溢流等問題，並提升公共衛生與市民生活品質，台中市政府水利局自2019年起推動「污水用戶接管倍增計畫」，透過密集的分支管網建設，將這份「看不見的良心」延伸至大街小巷。
這項計畫不僅是一項硬體工程，更是與城市空間共生的長期挑戰。根據統計，目前全台中市累計總接管戶數突破32萬大關，而自2019年至2025年11月底，新增接管戶數達14萬7,669戶，平均每年增加超過2萬戶，污水處理率成長幅度達26.66%，位居六都第一。這項亮眼的成績單象徵著台中市正從地底築起一座乾淨、永續的現代之都。
補助做後盾
讓「接管」成為溫暖的承諾
儘管污水接管工程對環境有利，但對於老舊建築的住戶來說，施工改管的費用往往是一筆不小的負擔。為鼓勵民眾主動配合，市府展現極大誠意，自2024年起大幅調升接管補助金額，將上限從9萬元提升至15萬元，補助力道與台北市並列六都最高。針對一般用戶，地面層化糞池廢除每套最高補助2萬元；對於中低收入戶，補助上限更提升至15萬元，並提供「施工前申請」服務，讓有需要的家庭不需預支大筆現金即可啟動改裝，這項措施不僅降低了市民的經濟壓力，更展現市府作為市民強大後盾的積極作為。

此外，市府水利局更首創「接管融資貸款」服務，媒合元大、玉山及台中商銀等金融機構提供專案貸款，藉由「政策加碼、金融支持」的策略，成功化解老舊社區因資金問題而卻步的難題，賦予基礎建設新的溫度，成為一份守護市民荷包與環境的溫暖承諾。
守護職人的安全防線
細膩落實良心工程的初心
污水下水道工程不僅得在狹小的地底夾縫施作，更要面對高風險的環境威脅，是一項艱鉅的挑戰。管線埋設往往涉及深達數公尺的開挖，以及在狹窄缺氧的「局限空間」作業，對於第一線工程人員而言，是極大的專業與體力考驗。
市府水利局深知工程必須建立在「職安優先」的基礎上，因此特別推動職安「八化」管理：設計標準化、構件預鑄化、施工機械化、人員專業化、教育科技化、管理資訊化、文件數位化及安全可視化，透過制度與科技措施，嚴格落實工程現場的職業安全衛生管理。
施工前必須進行精確的安全評估，施工時，氣體偵測器、通風設備與吊掛防護則是絕對標準配備，同時定期進行稽核與緊急應變訓練，確保每一位守護城市地下脈絡的職人，都能在安全的環境下發揮專業。
這份對職安的堅持與對工程品質的挑剔，正是「良心工程」的核心精神。水利局也特別強調：「埋在地底的東西，做好了就看不見，所以更不能馬虎。」因為每一截管線的坡度、每一個接口的密封，都關乎著未來數十年城市的排水效率。

面對污水下水道工程的高風險環境，市府水利局推動職安「八化」，嚴格落實工程現場的職業安全衛生管理。
The Water Resources Bureau has implemented an Eight-Point Occupational Safety Management Framework to enforce strict occupational safety and health standards at construction sites.
除了投入超過71億元於分支管網建設，市府也於2025年啟用谷關水資源回收中心，強化水源區整治，確保工程品質與人員安全齊頭並進，讓基礎建設成為支撐永續城市發展的堅實基石。
展望未來，市府預計至2027年可累計接管戶數達到35萬戶。除了加速管線佈建，更計畫爭取中央支持，興建烏日水資源回收中心，同時靈活運用預算縮短城鄉差距，守護這片土地珍貴的水源地。這些計畫正悄悄地改寫著台中的風景，成為對宜居城市願景的具體實踐。
To address wastewater discharge from aging buildings and septic tank overflows, while improving public sanitation and overall quality of life, the Water Resources Bureau launched the Household Sewer Connection Expansion Program in 2019. Through intensive construction of branch sewer networks, the city has extended this largely unseen but essential infrastructure into neighborhoods and streets across Taichung. Official statistics show that the cumulative number of households connected to the sewer system citywide has surpassed 320,000. From 2019 to the end of November 2025, 147,669 additional households were connected, an average increase of more than 20,000 per year. During the same period, the city,s wastewater treatment coverage rose by 26.66 percent, ranking first among Taiwan,s six special municipalities. These achievements reflect Taichung,s steady progress in building a cleaner and more sustainable modern city—starting from the infrastructure beneath its streets.
Financial Support to
Encourage Sewer Connections
Although sewer connection projects provide clear environmental benefits, modifying drainage systems can place a heavy financial burden on residents of older buildings. To encourage wider participation, the city government raised the subsidy ceiling for sewer connections in 2024 from NT$90,000 to NT$150,000, matching Taipei City for the highest level among Taiwan,s six special municipalities. General households can receive subsidies of up to NT$20,000 for removing ground-level septic tanks. For low- and middle-income households, subsidies may reach NT$150,000. The city has also introduced a pre-construction application service, allowing families to begin renovations without paying large sums in advance. In addition, Taichung has launched an innovative sewer connection financing loan program to help older communities overcome financial barriers that might otherwise discourage participation.
Protecting the Safety of
Frontline Workers
Sewer infrastructure projects are typically conducted in confined underground spaces and involve hazardous working conditions. For frontline engineers and construction workers, the work demands both specialized skills and physical endurance.
To ensure these projects are built on a foundation of occupational safety, the Water Resources Bureau has introduced an Eight-Point Occupational Safety Management Framework. The framework emphasizes standardized design, prefabricated components, mechanized construction, workforce training, technology-assisted education, information-based management, digital documentation, and visualized safety monitoring. Under this system, strict occupational safety and health standards are enforced at construction sites. Before construction begins, projects must undergo detailed safety assessments. During construction, safety measures such as gas detectors, ventilation systems, and lifting protection equipment are mandatory. Regular inspections and emergency response drills are also conducted to ensure a safe working environment. This unwavering commitment to workplace safety, together with strict standards for construction quality, reflects the core principle behind the city,s infrastructure projects—building public works with responsibility and integrity.
Expanding the Water Network for
a More Livable Taichung by 2027
In addition to investing more than NT$7.1 billion in branch sewer network construction, the Taichung City Government launched the Guguan Water Resource Center in 2025 to strengthen water-source management while ensuring both construction quality and worker safety. These efforts reinforce the role of infrastructure as a foundation for sustainable urban development. The city expects the cumulative number of sewer-connected households to reach 350,000 by 2027. Alongside accelerating the expansion of sewer pipelines, the municipal government also plans to seek central government support to build the Wuri Water Resource Center, further expanding treatment capacity. Through flexible budget planning, the city aims to narrow the urban–rural infrastructure gap while protecting the region,s valuable water resources.
