為了提升停車品質並響應低碳生活,台中市政府交通局推動「公有停車場設置太陽光電棚架計畫」,在停車場屋頂打造兼具「遮陽避雨」與「綠能發電」的永續基地,預計至2027年,台中市將有13座立體停車場完成屋頂光電設置,每年總發電量可達約391萬3,618度,相當於減少1,930公噸左右的二氧化碳排放量,等同種植近10萬棵樹。
To improve parking environments and promote low-carbon living, the Transportation Bureau of the Taichung City Government is installing photovoltaic canopies at public parking facilities. By 2027, 13 sites are expected to complete rooftop solar installations, generating approximately 3.91 million kWh annually and reducing carbon emissions by an estimated 1,930 metric tons of CO2, equal to planting nearly 100,000 trees.

開車進入公有立體停車場,頂層區域往往令想保護愛車的車主們望而卻步,成為最後的無奈選擇。長時間的高溫照射,加上混凝土鋪面與防水層累積的熱能,不僅急遽升高車內溫度,車主取車時又常習慣先開啟冷氣散熱數分鐘降溫,無形中也造成了多餘的能源損耗。

為了解決這項困擾,交通局引進太陽能光電棚架,為停車場頂層加蓋一層防護,上方裝載的高效率太陽能板,如同為愛車撐起一把巨型遮陽傘,成功阻隔烈日熱氣,降低車內溫度。而且,若遭逢午後雷陣雨頻發的時節,車主也能從容取車,不再因為突如其來的大雨而顯得狼狽。透過太陽能光電棚架的庇護,不但能實質改善停車品質,更可順勢提升屋頂層車位的使用率。
停車場屋頂發電!
等同種下10萬棵樹
除了防曬防雨,這些建置於停車場屋頂的太陽能光電棚架,更可將日照轉化為潔淨電力,回饋至電力網絡使用。
目前,台中市已有6座公有立體停車場建置完成,包含:豐原區轉運中心、太平區新平、太平區中興、南屯區文山、南屯區正心、大里區東榮立體停車場,並順利併網發電,今年更將再啟用4座,逐步擴大光電網絡的覆蓋範圍。預計至2027年,台中市將有13座立體停車場全數完成屋頂光電設置,屆時,每年總發電量可達約391萬3,618度。若以一般家庭平均用電量換算,這筆電力可供上千戶家庭一整年的用電需求,對於提升在地綠電供給具有實質助益。
換個角度看,這些停車場屋頂,就像在城市種下一片看不見的森林。13座停車場的太陽能光電棚架每年所產生的綠電,相當於減少1,930公噸左右的二氧化碳排放量,等同於在台中市種植近10萬棵樹。對於地狹人稠的城市而言,要在都會中心尋覓足以容納10萬棵樹的林地非常困難,但藉由盤點既有的停車場屋頂場域,便能在不影響原本土地使用的前提下,成功創造出等同於大片森林的碳匯功能。這種「多功能土地利用」的模式,是台中邁向2050淨零碳排願景中,不可或缺的綠能拼圖。
發電也充電
升級智慧節能的停車日常
綠能建設的推動是城市發展的重要一環,市府在推動停車場光電計畫時,採取了「公私協力」的模式,由交通局攜手民間業者合作,在兼顧區域能源安全的同時,也帶動了綠色經濟的發展。藉由這樣的機制,讓原本功能單一的立體停車場屋頂,成功轉化為具備環境永續價值的綠能基地。

在擴充綠能發電之餘,因應電動車逐漸普及的趨勢,交通局也積極推展公有停車場內的充電設施建置。截至今(2026)年4月底為止,台中市公有路外公共停車場已設置共934個電動車充電格,建置數量超前法定目標(台中市公有停車場共有40,513個小型車停車格,依法須設置至少810個電動車充電格)。除了全面將設備升級為「用多少算多少」的度數計費機制,以落實使用者付費原則,交通局也建置了「充電樁監控管理平台」,整合各公、民營停車場之充電樁資訊,車主只需透過「台中交通網APP」就能即時查詢周遭可用的充電樁與剩餘車位情形,輕鬆就近充電。

此外,這些數據也會回傳至交通部「運輸資料流通服務平台(TDX)」及「台中交通網APP」,透過使用率、周轉率與充電度數等數據加以分析,讓這些大數據成為後續增設與升級公有充電設施的實用參考。

從單純的「發綠電」跨足到結合智慧充電的「省節電」,台中市正引領公有停車設施轉向更友善環境的營運方向。未來,交通局也將持續盤點全市具備光電潛力的停車區域,除了硬體建置,更計畫引進智慧節能感應設備,全面更換為具備環境偵測功能的節能燈具,以「一地多用、綠能共榮」為目標,期盼讓每一位市民在享受便利服務的同時,也能成為這座綠能城市的一部分,共同守護台中市宜居樂活的城市環境。
Top-floor parking spaces are often avoided during hot weather. Heat absorbed by concrete surfaces can quickly raise temperatures inside parked vehicles, leading drivers to idle their air conditioners before departure and waste additional energy. To improve parking conditions, the Transportation Bureau has installed solar photovoltaic canopies above rooftop parking areas. The high-efficiency panels help block heat and lower vehicle temperatures, while also providing shelter during sudden afternoon rainstorms. These upgrades not only improve parking comfort but also increase use of rooftop spaces.
Generating Electricity from Rooftops
Carbon Reduction Equivalent to Planting 100,000 Trees
Besides providing shade and rain protection, rooftop solar canopies also convert sunlight into clean electricity for the power grid. So far, Taichung has completed installations at six public parking garages (Feng Yuan Transfer Station, Xinping and Zhongxing in Taiping District, Zhengxin and Wenshan in Nantun District, and Dongrong in Dali District), with four more scheduled to begin operations later this year. By 2027, all 13 planned sites are expected to complete rooftop solar systems, generating about 3.91 million kWh annually—enough to supply electricity for more than 1,000 households.
The renewable energy generated each year is expected to reduce carbon emissions by about 1,930 metric tons, equivalent to planting nearly 100,000 trees. By making use of existing parking garage rooftops without affecting their original function, the city has successfully created carbon sink capacity comparable to that of a large urban forest. This model of multi-purpose land use has become an essential part of Taichung,s broader strategy to achieve its 2050 net-zero emissions goal.
From Solar Power to
Smart EV Charging
As Taichung expands its solar parking infrastructure, the city has adopted a public-private partnership model, with the Transportation Bureau working with private-sector partners to strengthen energy resilience and support the green economy. Alongside renewable energy generation, the city is also expanding EV charging facilities in public parking lots as electric vehicles become more common. As of April 2026, Taichung had installed 934 EV charging spaces in public off-street parking lots, exceeding the required target of 810. The city has also upgraded charging equipment to a usage-based billing system and introduced the EV Charging Management Platform that integrates charging-station information from both public and privately operated parking facilities. Through the Taichung Transportation Network App, drivers can check real-time charging station and parking availability. Data is also integrated into the Ministry of Transportation and Communications, TDX platform to support future expansion and upgrades to public charging infrastructure.
Moving beyond simply generating renewable energy, Taichung is now integrating smart charging and energy-efficiency systems into its public parking facilities, guiding them toward a more sustainable operating model. Looking ahead, the Transportation Bureau plans to introduce intelligent energy-saving sensor systems and replace existing lighting with energy-efficient fixtures equipped with environmental sensing functions to advance the goal of multifunctional land use and prosperous green energy development.
