市民洽公的場域，也能是充滿生活美學與育兒溫暖的共享空間。斥資近7億元、歷時3年多籌建的「太平區行政中心」已於2026年6月3日落成啟用，高效整合行政服務、社福托育與公共機能，成功將傳統的公務機關印象，翻轉為融合地方環境意象的全齡服務新場域。
Built over three years at a cost of nearly NT$700 million, the Taiping District Administration Center was officially opened on June 3, 2026. The new complex not only combines government services, social welfare, childcare, and public amenities, but also uses locally inspired design to create a welcoming public service hub for people of all ages, redefining the conventional image of a government office.

舊有的太平區公所辦公廳舍雖承載地方歷史記憶，過去卻因921大地震導致建築結構嚴重受損，加上各課室分散於5棟不同廳舍，動線不佳也造成行政協調成本高昂。隨著太平區蓬勃發展，人口突破20萬大關，這座台中市第四大行政區既有的公務空間，已不敷使用。

為了回應地方期盼，台中市政府與中央部會攜手合作，成功爭取內政部1億元的前瞻基礎建設特別預算支持，於祥順路一段打造全新行政中心。新落成的「太平區行政中心」不僅從根本上解決原本辦公空間不足的問題，也全面強化突發災害時的應變調度功能，成為守護太平區居民最堅實的指揮中樞。
這座新地標的落成，也是地方推動全方位公共建設的具體實踐。市府近年在太平區全方位升級在地生活品質，從完善交通動脈、打造休閒綠地到深耕教育基礎，透過各項基礎建設與社福投入，逐步完善在地宜居藍圖；而新行政中心的啟用，就是深化居民在地幸福感的關鍵里程碑。

導入台中色彩系統 形塑美學示範性場域
走進全新的太平區行政中心，其簡約、溫潤且富有辨識度的空間環境，令人印象深刻。作為台中市首座依循「台中市行政空間美學示範說明書」與「工程美學指引手冊」打造的行政機關，市府建設局從「服務設計」出發，歷時4個月深入盤點過往格局破碎、指引不清等須改善之處，全面提升機關形象。
新大樓完整導入「台中色彩系統」，以「山、海、城」為核心概念，發展出低彩度、溫潤的色系，並以木質調與灰階為主軸，打破過去政府機關的單調感，形塑出以人為本的城市美學洽公場域。

樓層配置則以與民眾生活最相關的民生服務為核心，1、2樓整合各業務課室與托嬰中心，打造一站式便民服務動線；3樓設置區長室與幕僚課室，強化跨課室的行政整合效率；4樓為「太平區調解委員會」專屬空間，配置8間獨立調解室和2間法律諮詢室，兼顧專業服務與民眾隱私；5樓則規劃為能夠容納350人、具大面積採光的市民集會場域，讓行政空間兼具公共交流功能。
全市首創行政公托進駐 體貼通勤家長
而太平區行政中心的眾多亮點中，特別值得一提的莫過於1樓的「公設民營太平宜昌托嬰中心」（以下簡稱太平宜昌公托）。它不僅是台中市第52處、太平區第6處公托，更是全台中市首座直接設置在行政中心內部的托嬰基地，體現市府將托育資源深化至基層、全方位體貼市民需求的決心。
為了讓孩子在充滿美感與探索生命力的環境中成長，太平宜昌公托以「從在地出發，打造孩子的森林藝廊」為設計理念，將太平區特產「枇杷」轉化為空間意象，並藉由天然薑黃染布所鋪展的溫潤暖陽色調傳遞土地豐饒的氣息，使孩子建立對家鄉的色彩感知。

戶外走廊利用天然種籽與樹枝打造藝術裝置，將種籽互相碰撞的自然律動，化為可觀察、觸摸與聆聽的五感體驗；室內則依幼兒視線配置綠色植栽，並透過小魚觀察活動將生命教育融入日常，為孩子構築出如小森林般的安心成長環境。
這棟將區域行政服務與公托照顧緊密結合的複合式建築，是建構全齡友善城市中溫暖的一塊拼圖，讓在地的年輕父母能在通勤動線上順道接送孩子。

升級智慧交通配套 與社區共享永續便利生活圈
隨著太平區行政中心的啟用，周邊交通與停車配套也同步升級。新大樓貼心規劃地下2層的專屬停車場，並全面建置智慧化車牌辨識系統，大幅縮短洽公民眾的進出時間。
更具指標意義的是，市府特別導入「智慧綠能」與「社區共享」思維，不僅在地下停車場內預留高達48席電動車充電管線，並率先裝設6座充電樁，響應低碳趨勢；未來更規劃在滿足日間洽公需求的前提下，於夜間及假日開放周邊居民停車，有效紓解鄰近社區的停車壓力。
結合大樓前的低碳轉乘站點與接駁動線，全新的太平區行政中心不只是提供民眾服務的重要節點，更成為引領地方邁向便利、共好生活圈的永續新地標。
The former Taiping District Office held an important place in local memory but was badly damaged in the 1999 Jiji Earthquake. Its departments were scattered across five buildings, creating inefficient circulation and complicating administrative coordination. As Taiping,s population surpassed 200,000, making it Taichung,s fourth most populous district, the existing office space could no longer meet demand.
To address the local need, the Taichung City Government worked with central government agencies to secure NT$100 million from the Ministry of the Interior,s Forward-looking Infrastructure Development Program to build a new administration center on Section 1, Xiangshun Road. The complex not only resolves a long-standing office shortage but also strengthens emergency response and disaster coordination, serving as Taiping,s command hub during crises. Its completion marks a milestone in strengthening local infrastructure and improving residents, well-being.
Introducing Taichung Color System to create a model for civic aesthetics
Visitors entering the new center are first greeted by a warm, understated, and distinctive interior. As Taichung,s first government facility guided by the Demonstration Manual for Administrative Space Aesthetics and the Engineering Aesthetics Guidelines, it reflects the Construction Bureau,s service-design approach to reshaping the image of the government office. The building incorporates the Taichung Color System, which draws on the city,s mountains, coast, and urban landscape, using warm, muted hues, wood tones, and gray to create a people-centered public-service space.
Designed around residents,everyday needs, the first two floors combine service departments with an infant daycare center for one-stop access. The third houses the district chief,s office and other support divisions to improve administrative coordination. The fourth is reserved for the Taiping District Mediation Committee, with eight private mediation rooms and two legal consultation rooms to ensure professional service and privacy. On the fifth floor is a naturally lit civic hall that seats up to 350 people, providing space for public gatherings and exchange.
Taichung,s First Public Infant Daycare in an Administration Center Designed with Commuting Parents in Mind
Among the many highlights of the new facility, one of the most notable is the publicly funded, privately operated Taiping Yichang Infant Daycare Center on the first floor. It is Taichung,s 52nd public infant daycare center, Taiping District,s sixth, and the first in the city to be located inside an administration center. The arrangement reflects the city government,s effort to bring childcare resources closer to local communities, responding fully to residents, everyday needs.
To create an environment where children can grow through beauty, curiosity, and everyday encounters with nature, the Taiping Yichang Infant Daycare Center is designed as a locally rooted forest gallery, using Taiping,s loquats as a visual motif. It uses turmeric-dyed fabric to add warm, sunlit tones that evoke the land and connect children to their hometown through color. Along the outdoor corridor, seed-and-branch installations turn natural sounds and movement into an experience children can see, touch, and hear. Indoors, child-height plants and fish-watching activities bring nature and life education into daily routines, creating a safe, forest-like setting for exploration and growth.
Upgrading smart mobility to create a more convenient, sustainable community
The opening of the Taiping District Administration Center also brings smarter transport and parking facilities. Its two-level underground garage uses automated license plate recognition to speed entry and exit. Built around smart green energy and community sharing, the garage is pre-wired for 48 EV charging spaces, with six chargers already installed to support the shift toward low-carbon transport. Once daytime demand is met, spaces will open to nearby residents at night and on holidays, easing local parking pressure.
Together with the low-carbon transit stop and shuttle links outside, the center serves as both a public-service hub and a sustainable landmark for a more convenient, connected community.
